We call someone competent based on skills, knowledge, experience, judgment, and reliable performance. Ancient Greek concepts help us examine these capabilities separately.

What do we mean by competence
In Why Knowledge Alone Is No Longer Enough, I examined a progression from information to knowledge, skills, experience, ability, competence, and eventually mastery. Each step changes what a person is able to do with what they have learned. Competence occupies a particularly interesting position in that progression because we use the word with considerable confidence while asking it to describe very different qualities.
We call someone competent because they know their subject, perform a task correctly, work without supervision, make appropriate decisions, or meet the standards expected in their profession. These qualities relate to each other, although they provide different evidence. Knowing how something works does not demonstrate that we can apply that knowledge. Repeating a procedure successfully does not establish that we will choose the appropriate response once the conditions change. Years of experience also tell us little about the quality of the decisions made during those years.
This makes competence difficult to reduce to a certificate, test result, skills list, or completed course. Each provides evidence of something, while competence requires us to examine how several forms of learning translate into reliable action.
To examine what we place inside this single word, I will use a much older vocabulary. Ancient Greek offers several concepts that distinguish knowledge, skilled practice, judgment, capability, adequacy, character, and excellence. These concepts developed across different philosophical and linguistic contexts rather than as a unified model of competence. Reading them together gives us a way to separate qualities that our current use of competence tends to combine.
One word contains several capabilities
Epistēmē refers to systematic or reasoned knowledge, while technē concerns skilled practice or craft. The distinction already separates understanding from execution. Phronēsis adds practical judgment, particularly the ability to decide appropriately in situations where knowledge and established methods alone do not determine the answer. A person may therefore possess epistēmē and technē while still lacking the judgment required to apply them well.
Other terms examine capability from different perspectives. Deinótēs relates to effectiveness or resourcefulness, while hikanótēs comes closer to being capable or sufficient for a task. Epárkeia strengthens the idea of adequacy by asking whether what someone possesses is enough for what the situation requires. These distinctions shift the assessment from simply asking whether a person has a skill to examining whether that person applies it effectively and at the level required.
Artiótēs introduces completeness or soundness, while aretē brings excellence and virtue into the discussion. Together, they expose another limitation in a narrow definition of competence. Effective performance does not tell us everything about its quality. Someone may reach the required outcome through poor judgment, unreliable practice, or decisions that conflict with professional standards.
Entelecheia takes the discussion further toward realization or fulfillment. Its meaning extends beyond a direct comparison with mastery and introduces an important idea for learning: capability continues to develop after someone reaches competence.
Seen together, these concepts separate qualities that a single assessment may easily combine. Knowledge tells us something different from skilled execution, while effective execution provides different evidence from judgment or professional standards. Calling someone competent therefore requires more than identifying these qualities individually. We also need to establish how they contribute to reliable performance together.
Competence requires these capabilities to work together
Competence depends on how these capabilities affect performance together. Knowledge informs skilled action, experience develops through repeated application, and judgment guides decisions when established methods provide an incomplete answer. The conditions also influence what competent performance requires because the same knowledge and skills may be sufficient for one responsibility and insufficient for another.
Consider a teacher who understands the subject and knows how to structure a lesson. Knowledge and skilled practice provide a strong foundation, while competence requires more. A student may interpret an explanation differently than expected, struggle with an exercise, or ask a question outside the planned material. The teacher has to assess the situation, adapt the explanation, and decide what will support understanding without losing the purpose of the lesson. That response provides different evidence from subject knowledge or lesson preparation alone.
Adequacy also depends on context. The level of capability required from someone new to a profession differs from what we expect from a person responsible for complex decisions, other people, or significant consequences. Calling both competent remains valid if the expected responsibilities and standards are clear. This makes competence contextual rather than absolute.
A practical definition follows from these dimensions. Competence is the demonstrated ability to combine relevant knowledge, practiced skill, experience, judgment, and professional standards to produce reliable outcomes within a defined context.
This definition also changes what counts as evidence because each form of assessment reveals only part of competence. A test shows what someone knows under specific conditions, while a practical task adds evidence of execution. As that person works across different situations, repeated performance shows whether those abilities remain reliable, and unfamiliar situations reveal how knowledge, skill, and experience inform judgment. Assessing competence therefore requires evidence across these dimensions rather than treating one successful result as evidence of the whole.
Competence is different from mastery
Competence establishes that a person performs reliably within a defined context, although reaching that level does not complete the development described throughout this article. Experience continues to change how people interpret situations, judge consequences, recognize limits, and improve the quality of their decisions. This is where the distinction between competence and mastery becomes useful.
Aretē connects capability with excellence and the quality of how someone acts, while entelecheia describes realization or fulfillment. Their meanings extend beyond modern learning terminology, although both help explain why competence and mastery deserve separate places in the progression from information to mastery. Competence establishes reliable capability. Mastery develops as a person integrates knowledge, skill, experience, and judgment across increasingly complex situations while continuing to improve the quality of the outcome.
This distinction also changes how we interpret competence as an educational or professional objective. Declaring someone competent marks a demonstrated level of readiness within defined conditions. It provides a meaningful assessment only when those conditions, responsibilities, and expected outcomes are clear.
Perhaps our current use of competence has become too convenient. We ask one word to confirm knowledge, skill, judgment, reliability, and readiness, then build certificates, assessments, and professional decisions around that conclusion. The Ancient Greek concepts examined here suggest a more demanding question: what evidence have we actually seen before we call someone competent?
That question does not require another competency model. It requires greater precision about what we claim to measure and what the evidence actually demonstrates.
